California school finance is in for a wild ride over the next 18 months; Education’s Bottom Line provides information regarding the State Budget along with other pertinent information on issues affecting school districts.  

 

Local Fiscal Relief from Special Education Funding

Both the House of Representatives and the United States Senate stimulus bills include $13 billion for increased funding of Individuals with Disabilities Education Act Part B funding.  Neither bill changes current federal statute that allows school districts to reduce their local contribution by 50% of any new federal funds.  more...

 

LAO Releases Recommendations on Proposition 98

The Legislative Analyst’s Office (LAO) released their 2009-10 Budget Analysis Series: Proposition 98 Education Programs.  The LAO cannot make specific recommendations because of the uncertainty surrounding Proposition 98 guarantee.  That uncertainty includes the current year level, the budget year general fund revenues, as well as the interpretations of the Test 1 calculation and maintenance factor obligations.  more ...
